SERN X Just Transition Platform Working Groups: Collaboration for Youth-Led, Equitable Change
As part of its commitment to inclusive regional transformation, SERN is participating in the Working Groups of the European Commission’s Just Transition Platform (JTP), specifically within the Equal Opportunities and Youth Task Forces.
The Just Transition Platform, launched by the European Commission in 2020, supports regions and territories most affected by the shift toward a climate-neutral economy. It provides technical and advisory support to areas historically dependent on fossil fuels and carbon-intensive industries, helping ensure that no one is left behind in the transition.
SERN’s involvement in the Equal Opportunities and Youth Working Groups reflects its aim to promote diversity, inclusion, and youth participation in transition policies. These groups offer a space for multi-level collaboration, advocacy, and the exchange of approaches to increase social equity during the transition.
The Implementation Plan of the JTP Working Groups has now been published. It outlines the structure, timeline, and objectives of the groups’ work over the coming months. The plan provides a common direction for stakeholder inclusion, problem-solving, and knowledge sharing.
The Implementation Plan outlines a coordinated timeline for five actions running from April 2025 to early 2026. Initial steps in spring 2025 focus on structuring workstreams and launching consultations. From Q2 to Q4 2025, most actions move into drafting, data collection, interviews, stakeholder engagement (e.g., surveys, focus groups, workshops), and early dissemination. The autumn 2025 period will include the validation of outputs and potential presentation at the JTP Conference. Final products such as a white paper, toolkit, communication materials, and youth action plans are expected to be finalised and launched between October 2025 and February 2026, with dissemination and impact monitoring extending into Q1 2026.

SERN will continue to contribute to the process by sharing knowledge from its network and supporting a just and inclusive transition across Europe.
